Google verifies the business, not the storefront. If you run out of your home or a shop yard and you do not meet customers there, you set the profile up as a service area business. You still give Google an address during verification so it can confirm you exist, then you hide it from public view and list the cities or zip codes you cover. Customers see your service area. They do not see your house. That is the intended setup and it does not hurt you.
What does hurt you is faking it. Virtual mailboxes, mail store boxes, a coworking desk you visited once, and a relative's address in the town you wish you ranked in are all grounds for suspension. Google has gotten much better at catching these, and competitors report them. A suspension can cost you months of visibility and sometimes the review history attached to the listing. If you want to rank in a town, build pages, get customers and get reviews from that town instead.
Keep the service area honest and tight. Listing twenty counties does not expand your reach, it dilutes the signal and brings you calls you will not drive to. Pick the areas you actually serve profitably. Then back it up on the website with a real page per town, mentioning the neighborhoods, the jobs you did there and the names of the places people recognize. The profile sets the boundary. The website and your reviews earn the ranking inside it.
