Be clear about which result you are chasing. The three businesses in the map box are picked partly on how close they are to the person searching, and you cannot fake your way into that from thirty miles out. Below the map is the regular organic list, and that one is winnable with content, links and reviews. For most contractors and clinics, the organic spots in surrounding towns are the realistic growth, and they still send good calls.
To win those, you need a page per town that a human would actually read. Not a template with the city name swapped. Name the neighborhoods you work in, show photos of jobs you did there, mention the local conditions you deal with, list the reviews from customers in that town, and give driving times or the roads you take. Ten honest town pages will beat two hundred generated ones every time, and generated ones increasingly get treated as spam.
Then feed it. Ask customers in that town to mention the town in their review. Get listed with the local chamber, sponsor something, get a mention in the local paper or a community page. Those are the signals that say you are present there rather than just targeting it. And if the town is big enough to matter and you can afford it, a real staffed location changes the math completely, including the map pack.
