The framework comes from Google's publicly available search quality rater guidelines. Raters do not change rankings directly. They score sample results, and those scores are used to evaluate whether algorithm changes are working. Google has said repeatedly that E-E-A-T is not a single score you can measure on a page. It is a description of what good looks like, with trust as the most important of the four. The extra E for experience was added to cover firsthand knowledge, like someone who has actually done the repair rather than someone who only read about it.
For a contractor, clinic or firm this is a content standard rather than a technical task. Put real names and credentials on your content, show photos of your own work instead of stock images, state your license numbers, publish an address and a staffed phone number, and write from jobs you have actually done. A roofing page that explains what hail damage looks like on a specific shingle type, with your own photos, demonstrates experience. A rewritten summary of a competitor's page demonstrates nothing and is harder to rank every year.
