Agencies sell redesigns because they are easy to sell and easy to scope. Owners buy them because the site feels dated. But dated design is rarely why the phone is quiet. Usually it is five pages where there should be twenty, no town pages, a four second mobile load, a phone number buried in an image, and a Google Business Profile nobody has touched in two years. None of that gets fixed by new fonts and a bigger hero photo.
Rebuild when the foundation is genuinely broken. Signs: you cannot add or edit a page without paying somebody, mobile is unusable, the platform is abandoned or insecure, the site is slow in a way that cannot be fixed with images and scripts, or the structure makes it impossible to add a page per service and town. Those are structural and worth starting over. A look you are tired of is not.
If you do rebuild, protect what already works. Keep your URLs or redirect every single one, because dropping redirects is how sites lose years of rankings overnight. Carry over the content that ranks instead of trimming it for a cleaner design, which is the other classic mistake. And plan the first ninety days after launch: new pages, new content, reviews, profile work. The build is the cheap part. What you do monthly after it is what produces calls.
